MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JUNE 27, 2005


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.

In attendance for the meeting: Liz Goodman

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       Kyle Pierce of 24 Seven Arts Road met briefly with the Board regarding a change in her 911 street-number assignment; Pierce was referred to 911 Coordinator Maynard Forbes in this regard.

·       The Board met with Building Commissioner Don Torrico to review building department items, as follows:
o       Camp inspections: Torrico stated that he is currently performing camp inspections, which require approximately 10 hours each. There was discussion of increasing the fee for inspections and assigning the funds to a special fund to reimburse the Building Inspector for his extra hours. It was moved by Miller, seconded by Sylbert, and unanimously voted to increase the camp inspection fee for the 2005-06 season to $300.

·       The Board noted the resignation of Dog Officer/Pound Keeper Martin T. Clark, effective June 30, 2005.

·       The Board conducted second job interviews with applicants for the position of Town Secretary. Also present for the interviews were Stephen Enoch, chair of the Board of Health; Peter Murkett, chair of the Board of Appeals; and Tim Lovett of the Conservation Commission, who outlined the tasks to be performed by the Town Secretary for those boards. The following candidates were interviewed:
o       Melissa Noe of North Egremont
o       Jen Margo of South Egremont
o       Linda Van den Eeden of East Canaan, Connecticut

·       Fred Chapman of the Board of Appeals met with the Board regarding legal representation in a pending court case.

·       Fire Chief Ray Tryon met with the Board to discuss several items, as follows:
o       Fire Department budget: Payments due firefighter personnel exceeded the budget by $3000
o       Alarm Permits: Tryon questioned the need for an annual renewal of the permit and fee; the Board will take the matter under advisement and confer with the Police Chief in this regard
o       911 numbers
o       Highway planning commission
o       Fire inspections for camps

·       Tree Warden Roger Tryon met with the Board to discuss tree removal by the Highway Department in order to widen Gould Road. Tryon also advised that a culvert installed by the Highway Department may have affected a tree’s roots.

·       Park Commission chair Leroy Thorpe met with the Board to discuss items, as follows:
o       Ballpark light replacement estimate: Although the estimate has not yet been received, the Board instructed Thorpe to begin excavation
o       Weeds at Town Beach: The Board advised that it had received complaints about excessive weeds growing in the swimming area, which has not been weeded for three years; Thorpe will try to solve the problem

·       The Board made the following Town Officer appointments for the period July 1, 2005, to June 30 of the year specified:

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of June 20, 2005, were approved as written.

·       It was unanimously voted that the meeting be adjourned (12:10 p.m.).
